One source claimed the Russian President “needs to find a way to come out of this as a winner” as Russian troops failed to take any major towns or cities and suffered heavy losses since the war began.
During a call with European Council President Charles Michel, Putin reportedly said it was “not the right time” to meet with Volodymyr Zelensky.
Another source involved with peace talks claimed Putin is avoiding the meeting with “all his might”.
It comes as Russia claimed a village in its Belgorod region bordering Ukraine was met with shelling, according to news agency TASS.

Russia claims village hit
Russia has claimed a village in its Belgorod region bordering Ukraine was shelled on Sunday.
State news agency TASS quoted local official Vladimir Pertsev saying it was hit from across the frontier.
He added there were no casualties or damage.
