According to reports, people have been seen trapped on a ledge as the fire devastates the building with smoke pictured pouring from one side and rising high above the city.
The horror fire comes after firefighters in China were accused of reacting too slowly to a similar blaze in Urumqi, due to Covid-19 lockdown measures, last Friday.
If took more than three hours for the fire to be extinguished as the building's entrances were blocked off and many of the doors locked, according to neighbors and witnesses.
Protests have since been staged calling for restrictions to be lifted and President Xi Jinping to resign.
